I'm not really sure if it was him, but sorta looked like him. Specially with the clothes, Jesse had the exact same clothes and the hair!!! Plus the dude was standing right in the centre where he can clearly be seen with the camera shot.

Compare the two pics, it's so him. The episode seem to had a lot of changes. Dustin Goolsby didn't appear even though his name was on the list and he's on the promo.
My main conclusion is: Jesse might still be in Vocal Adrenaline.
Dustin could've went with Jesse in Sectionals. But Dustin Goolby's part was completely cut off from the episode. Which means Jesse's part was cut off too.
